NDBA's PEP

What is PEP?

The NDBA's PEP (Public Education Partnership), a category of "spot announcement recognized by the FCC and approved by the IRS.

PEP is for you if:

  1. You want STATEWIDE EXPOSURE for your organization.
  2. You have an important non-commercial message of benefit and interest to the Citizens of North Dakota.

Your message IS very important. You can make sure it reaches North Dakotans statewide through one easy, cost effective method. PEP enables you to undertake a massive statewide public awareness media campaign for a minimal investment.

Here's how PEP works:

North Dakota radio and television stations have pledged airtime to the "time bank". The NDBA, in turn, makes this broadcast time available to sponsoring organizations at a deep discount. The NDBA guarantees a minimum of two times a return on your investment in actual documented airtime. Many sponsors realize a far greater return.

Where and When Will my Messages Air?

Nearly every radio and television station in the state participates in the NDBA/PEP program. These stations have pledged their "best unsold airtime" to the NDBA for your message. PEP's run in all dayparts and air statewide. Following approval by the NDBA Board of Directors, the NDBA places an order with each station. At the end of your contract the NDBA provides a summary of station affidavits or "proof of performance" to the sponsor.

Does my Organization Qualify for PEP Program?

  1. Your message must be of public interest and of benefit to the community.
  2. Your group must be a non-profit group or government agency.
  3. Elected or appointed officials may not appear in the announcements.
  4. Must be a first time campaign. Announcements must be non-commercial and non-political.
  5. The NDBA time bank cannot be brokered to third parties.
  6. The NDBA will not provide production services.
  7. Project and content of announcements must be submitted to the NDBA for review and approval by the NDBA Board of Directors.
  8. The Federal Communications Commission (FCC) requires PEP to carry a tag identifying the sponsoring organization, i.e. "Sponsored by (name of organization)."
  9. All Television PEPs that are funded (either for production or air) with federal funds must be "Closed Captioned"
  10. Cost per month for both Radio & Television is $8,000.
